- Rail traffic will intensify. Delays are unacceptable.  

- All inbound trains must be cleared, held, rerouted, or inspected on arrival.  

- Manifest discrepancies are to be resolved immediately.  

- Do not delay sovereign shipments

- Keep the yard moving.  

- Catch what should not be there.  

- Do not let the wrong train through.
